I find inaction and passively letting something like that happen worse than the ones who are doing the bullying.

Because, to me, it implies you don't care. Especially if it's people you know and love doing it to someone you don't like or care about.

That's callous as shit and doesn't sit well with me.

This makes absolutely no sense to me given the text, I'm afraid. Not only are we shown that Lupin feels bad about what he did, we also know he repeatedly thinks he is unworthy of friendship and love and presumably wants to hang on to the friends that he has. Snape meanwhile is someone who is cruel, unkind and wants people like Lupin exterminated anyway. That's aside from the normal complexities of childhood relationships, where turning on your friends is not easy at the best of times. Saying he was callous doesn't fit with what we know about the characters or human behaviour, any more than saying James was an irredeemably bad person because he did something cruel as a child. I'm all for the death of the author, but not ignoring what the author wrote entirely.
