Er, I'm not OP but...I definitely see what they're talking about. It's the visual design of this uke in particular, he actually looks like he's on MtF hormones. o.O;; I say this as someone who is intimately familiar with that too. I did a quick search on Google and....yeeeeahhh, wow.

He's a manga character. I absolutely agree his gender is not easy to identify, but he's a manga character. He doesn't look like a real life person. A delicate face might generally be associated with women in cartoons, but that doesn't mean the art style can't be a guy, because manga does not look like real life either way. Anime is essentially caricature to start with.

It's awful art, absolutely. "girl with a penis" is still a stupid sexist as fuck comment.

Oh, please, we're all familiar with the old tropes of feminizing the uke and shoving heteronormative gender roles onto gay couples in yaoi manga. This is what we mean when we say "girl with a penis." It's not about shaming real femme guys or anything like that... it's about the whole seme/uke yaoi setup and all the cliches that come with it.
