Actually, the anime came first, and was written by Chiho Saito.

..Really? I thought I'd heard that the anime and manga were produced alongside each other every step of the way. And that Saito was in charge of the manga whereas Ikuhara took charge of the anime..

That is right-- Saito was only in charge of the manga, Ikuhara was in charge of the anime. They evidently had very different ideas about how things should go.

Well, Ikuhara directed the anime, but the story was still Chiho Saito's. They were made at the same time, yes, I'd forgotten that - my point was really only that the anime isn't based on the manga, but that they're two different versions of the same story.
