The manga actually came after the anime, though I don't remember who made it. Chiho Saito created the anime, and I thought she was a woman?

The manga and anime were worked on at the same time and Saitoh wrote and drew the manga. Kunihiko Ikuhara was in charge of the anime.

Kunihiko Ikuhara only directed the anime; the story itself was by Chiho Saito. But yes, I'd forgotten they were made at the same time. The point that I wanted to make was just that the anime isn't actually based on the manga; they're two different versions of the story.

Ikuhara wrote the anime as well, or at least came up with the ideas used in it. He and Saito have stated that they would talk about basic ideas over the phone, but sometimes lines got crossed and they each interpreted things differently, resulting in very different stories. Both of them created it together, but seperately, if that makes sense.
