For sheer overpowered, though, I think Gurren Lagann is more of a trip. It ends up going more over-the-top in that sense than KLK, though KLK also has some of those elements.

That's very true, but you have to look at the scope of the two shows. Gurren Lagann, at least the second half, was about the very galaxy/universe. Kill la Kill was just about the Earth. So for their respective stories, they were rather equally over powered.

Or at least that's how I see it.

Of course, if you were to pit the two against each other, then yeah, Ryuko and Satsuki are rather weak in comparison to Gurren.
