Phoenix re-implements the jury system in L.A. so that (unlike in the rest of the AA games) it doesn't require full evidence to acquit an individual. Basically he restores the concept of REASONABLE DOUBT (and obviously having a 'jury of one's peers' to determine guilt) to the justice system. Kristoph takes offence, says that ordinary people are too petty to make such a decision, etc, etc, only he and the law should be in the court, keep out the riff raff.
Oh, and let's ignore the part where he gets jealous over losing a poker game and forges evidence to get one person disbarred and the other person found guilty of murder and then spends the next seven years trying to kill off any connection he had to the crime.
