Neither, he's totally a Hufflepuff.

Elmer Fudd isn't notably brave in any way (he's somewhat daring, but mostly only because he misunderstands the threat level) but he's damn persistent and patient, so probably a Hufflepuff. A dumb Hufflepuff but still no one says SOME hufflepuffs aren't dumb.
