It's a Catch-22. Gentrification does mean the area is starting to have a turnaround, in that you're getting more people with money moving into an area. Not necessarily tons of money, sometimes it's just middle class working people with disposable incomes. The more you have of them, theoretically, the more shops and jobs and other people with income you'll have in the area. The flipside is that now the poor people who used to live there either can't afford to live there, or get bought out and move somewhere else. Damned if you do, damned if you don't.
