As someone who works with RPGMaker, I'd say it's probably because of a couple of reasons:

1. The creator's ambitions were too big for their actual skill level
2. The creator likely used assets from the core program or dlc packs and didn't use their own assets, making the game look "samey"
3. The game itself ended up becoming a token medieval-era rpg with little to no unique features to separate itself from similar games

It's a very difficult program to use correctly. It's simple to use, but to actually pull something off that's fun and engaging is a hard task.
