Subbed anime or dubbed western cartoons (if the original is in English). English voice acting gives me second-hand embarrassment, for some reason.

Depends on the target demographic.

If we're talking shows aimed at little kids, I'd pick western cartoons. But if we're talking shows aimed at adults or teenagers, anime all the way.

Anime, though recently Western cartoons have been stepping up their game.

This is too easy. 300 new anime shows per years vs less than 10 new western cartoons. There will always be more interesting anime than cartoons. Numbers, bitch.

I would have said anime a few years ago but lately it's been more cartoons. I might eventually get back into anime idk I just haven't taken the time lately (I don't watch many shows, so even with western I've only followed a handful)
