The reason they keep coming back is because you haven't given them a firm no. They think they have a chance at getting you to join. So a few things:

1) Don't answer the door.
2) Put up a "No soliciting" sign.
3) If you answer the door, tell them firmly you are not interested and keep repeating that.
4) DO NOT LET THEM IN.
5) Avoid soft, waffly responses like "Not right now" or "This is not a good time" because it implies that there IS a good time and they should try back later.
6) Don't try to argue or give reasons for why you're not interested, just stick to "I'm not interested, thanks."
7) Don't let them linger on the doormat. "Have to go, bye!" and CLOSE THE DOOR.
