1. None of the reports mention underage drinking.

2. It's punishment nonetheless, and you glossed over the dorm eviction.

I suspect that there are issues besides sombreros. And I would point out that the administration literally says as much in the article you linked. But, you know, I'm sure that not only do we know all there is to know about this affair, but we can use it to derive incredibly broad generalizations and political points.

Reading that second article explains it all. They'd been warned about themed parties with potentially racist or ethnically stereotypical roots twice already before and decided to have another party where the theme was tequila and Speedy Gonzales style Mexican Peasants. In fact one of the previous offenses was a Black Gangbangers theme. They were lucky they got a third chance after that (and it was a second chance as it was), so any sort of theme party was probably a bad idea at that point. There are only so many times you can plead to being to not knowing any better before your get your ass thrown out.

Let us all also remember, that with each new chance the amount of leeway given diminishes too. Maybe if this had been the first offense then it would just be waived by, but this was a third and very definitely final chance which typically has zero leeway built into it.
