I think it's deliberate. Thomas gets a little excited at certain moments, such as seeing Tuppence in a blonde wig, haha. He goes so far as to hint that if she'd like to wear it at home sometimes it'd be cool with him, but she usually nips his flirtation in the bud because it's at an inappropriate time, such as when they're being chased by Russian spies or whatever. It's quite funny, actually.

Maybe she just doesn't enjoy flirting while she's working? That doesn't necessarily mean she's inhibited.
