Isn't he from a farming community though? Having grown up on a farm, your nails break (though probably wouldn't be that short) and your hands are dirty all the time.

Yeah but the Bagginses are landed gentry and Frodo also inherited an extra fortune in dragon-treasure from Bilbo. Don't think he'd do much manual labor.

However, in the book it's said that in the gap between Bilbo's party and Gandalf coming to tell him about the Ring, Frodo went on a bunch of minor adventures to visit elves and dwarves and explore the Shire borders, so there's that...

Or maybe he literally just chewed them all off in anxiety during the very first night he fled from Bag End, because I mean who WOULDN'T after being suddenly waylaid one night and being told that you have to drop everything and run because servants of the dark lord are coming after you and a possession of yours is actually an ancient evil artifact that will cause the end of the world.
