I dunno why anyone's surprised. I mean if you think about what skinwalkers are about, made out to be soulless shapeshifting monsters (iirc) in mythology. Then think about a world of wizards where magic and shapeshifting are kind of a thing some regular wizards can do, it's not exactly surprising that it went this way.
