It gets TOO much money, actually -- especially earmarked for projects the military has deemed a failure but keep having pushed on them by Congress, like the V-22 Osprey.
The rebel forces, meanwhile, are, and have been, and will be for some time, a rag-tag group that makes do with what they've got.

But yeah, how would you have changed them (while keeping in mind that all sorts of other starfighters already exist in the Star Wars universe and the X-Wings were possibly chosen because, as I mentioned, they work and have the iconic look that (in universe) would probably inspire the biggest sense of nostalgia and connection to the old Rebellion.)
