Given the Emperor's obsession with Death Stars and massive military machines of all kinds, and militarism in general, I can understand why, following the Empire's fall in one of the biggest Hail Mary gambles in all the universe, Military spending might have suffered some severe cutbacks. Obviously Leia disapproved and kept the military assets she had, and a good thing too, but I can understand why the galaxy at large might have thought a much more pared down and less capable military might be a good thing.

Yep, this. New canon basically states that most of the New Republic did a major drawdown on the military in a reaction against the fact that the galaxy had been more or less been at war on some level for several decades by that point. That's the reason it's the "Resistance" and not the "New Republic Military" and why they weren't anywhere near the capital or with what fleet the Republic did have before it got blown to atom-sized bits.
