You do know that the berries were totally a fantasy element to give the police bunny something she could solve right? The causes of radicalization or other criminal behavior aren't something that can be tackled that easily... instead the movie was about how fears can be overblown, and yes how some people will take advantage of racial/religious fears.

A statistically small amount of predators were going bezerk, and there was no reason to crack down on the whole, that was the point... not the berries
In real life, it's not as simple as locking up a few masterminds... but for a kids movie it can be.

If you're going to take on a real life issue you shouldn't give it a sugarcoated answer. Hunchback of Notre Dame managed to take on religious bigotry without giving a deus wx machina to solve everything.

Given that they turned Phoebus from a cheating lying scumbag to a noble warrior, made Frodo a judge instead of a priest to avoid pissing off religious groups and added a saintly priest who wasn't in the novel I'd say HOND isn't exactly the best example of Disney not sugar laying an issue.
