Yes because shame is such a great motivational tool and not at all liable to backfire in myriad awful ways. Also I assume you're talking about the US; I'm American, but not everyone here is.

Things that would work better than shame: have the US government stop subsidizing meat, milk, corn, wheat, and soy and start subsidizing whole unprocessed vegetables and fruit. Teach from-scratch cooking in public schools, every year from kindergarten on up. Have school and community gardens. Design and redesign suburbs and cities to encourage walking and biking. Places with nasty climates for part or all of the year should be able to apply for federal subsidy money for free and reduced price public gyms. Public sector sedentary jobs should offer and encourage the use of treadmill desks, private sector jobs should be given tax write-offs to do the same. School children should have treadmill desks or minibike peddles for use during school hours. School lunches should use locally grown produce as much as possible, preferably at least some of it from school gardens. Menu options at restaurants should show how many portions a dish equals.

I love food and I'm overweight, but man, shame is so much easier and cheaper than shit that might actually help people, right?
