In the cauldron of its creation, I'm not sure even Sam could. I think he could certainly refuse it outside the threshold, Sam was more than up for that, but inside? I don't think it was intended (oh god, Tolkien would kill me if he could see me bringing out author intent, but still) that anyone could do it on purpose. It needed divine providence to step in. That was the message I got from the book, that you had to attempt the impossible because only by the attempt could you open the door to providence.

This. Even those who resist the ring like Faramir and Galadriel would not have been able to throw it in. They may have even resisted being turned and claiming the ring, but they still wouldn't have been able to throw it in. And they knew it, I think.
