The smoking is mainly an aesthetic thing, also, people tend to like giving very straight-laced seeming characters some "unprofessional" looking vices as a contrast. I personally don't think Hux smokes (and I don't particularly like smoking irl) but there is some pretty nice fanart out there.

I think more to me it doesn't fit the universe. Like, this is a totally different galaxy. How do we even know there is tobacco? There are a few things in the movies that look vaguely like smoking, but more like drugs than anything else. It just feels out of place.

There are cigarettes (and comparable things) in the Star Wars universe but I personally imagine smoking being - if not prohibited - severely confined on a military spaceship. And as soon as it's an addictive habit, I can't see smoking being seen as a positive thing, especially not in an organisation like the First Order.
