I don't think it was so much that he deliberately played Kilgrave similarly to 10, but that Kilgrave's short temper and immaturity looks really similar to 10's short attention span.

Considering they opted to have him use the same accent he did for 10, it's pretty likely that they were actually attempting to evoke similarity between the characters, if only to play into the preconceptions of Doctor Who fans, who overlap pretty heavily with MCU fans.

The accent really threw me at first because I kept expecting Ten, but that's a really interesting point that I'd never considered...
