I agree with that observation, though in a totally personal view I think I have that headcanon because I tend to kind of separate their friendship from their headcanoned romantic relationship - I think the process of their overcoming misconceptions etc to respect and love each other as friends came definitively first and any romantic feelings would only come afterwards, because I can't see them being attracted to each other very quickly (I mean, they had to be socialized all their lives to find brawny/hairy/short or tall/willowy/hairless to be the ideal of beauty, not to mention what kinds of personalities they were supposed to find romantically appealing) and most of those emotions of intrigue and fascination would be largely platonic at first (this is also why I totally understand why a lot of people don't ship them romantically: it's a bit of a jump from friends to romance given this background, not to mention how and where they prefer to live day-to-day). However, on the attraction/romance side of things, Gimli already had a bit of a breakthrough/perspective shift with Galadriel, and therefore I think he would be more receptive or quick to seeing Legolas in a romantic light than the other way around.

Also I can more easily see Gimli hiding his feelings from Legolas than the other way around, since he knew Legolas had been already hit with sea-longing and wouldn't want to tie him down. I have a quote from ROTK that I like to privately think of as Gimli's feelings first sorta awakening:

Legolas: "[long speech rhapsodizing about the ocean and seagulls] Alas! for the gulls. No peace shall I have again under beech or under elm."

Gimli: "Say not so! There are countless things still to see in Middle-earth, and great works to do. But if all the fair folk take to the Havens, it will be a duller world for those who are doomed to stay."

Merry: "Dull and dreary indeed! You must not go to the Havens, Legolas. There will always be some folk, big or little, and even a few wise dwarves like Gimli, who need you."

I can agree with all this. I think I was thinking more of their friendship, since that's their relationship to me. But, as you say, once they were friends, the leap to a romantic relationship could happen differently. I've never given it much thought before, and I think an argument could be made either way for who falls for whom first, but your perspective sounds very well thought out.

Romantic or platonic, their relationship is very sweet. I imagine you're reaping the benefits of the Hobbit movies since I saw a huge uptick in the number of Legolas/Gimli prompts now that people have come to the conclusion dwarves can be shipped. I hope some of the fics have been good. :)

Yes there's definitely been quite a lot of recent good ones! I didn't really read fic for them until a couple years ago though, so I didn't experience them being rare beforehand :)
