Eh... that sounds about nearly every place I've ever worked in. Without generalizing too much, it seems very in human nature to gossip (not always negatively). People just like to talk about people.

And honestly, if someone IS being a bitch to me at work, sometimes it's just easier to avoid them (which may come across as a 'cold shoulder') than to give them more ammunition to be horrible to you.
