Came here to point this out. Goons and vigilantes alike seem to be generally tougher than you'd expect.

Huh. Now I'm wondering if that might not be BECAUSE they live in a world full of superheroes; wouldn't it be logical, then, that there'd be something of a gradient in superpowers? And the majority of "tough" people might sit just a little bit away from the "completely normal" end of the spectrum?
