...how does anyone ever tell them apart? They are even DRESSED the same :O

You usually can tell them apart by subtle hints (facial expression, hair, the voice actors) but they also usually have colour coded clothes/accessories. They also get addressed by name a lot.
I was still massively confused sometimes but I think that was partially intentional... (It's also occasionally used as a running gag for obvious reasons.)
