I think you could make an argument that he acted 'whiny' in terms of some of his training sometimes; I remember a fair few points in the early chapters where he seemed to think Naruto or Sakura getting stronger was a personal affront to him, or that he was somehow owed learning skills more quickly than them. That said, that's very understandable considering his backstory, and the people who acted like he should just 'get over' the death of his family were completely obnoxious.
