I'm not sure how that would work. Everyone can stop producing works that would be considered official in any capacity (comics, DC authorized movies and TV) but he'd still be part of the cultural consciousness. Eventually, someone would want to use Superman for something - a story, something with the logo - not as a cash grab but because he's a character most people have heard of and they wanted to do something with him. It's like how Sherlock Holmes is still popular more than 80 years after ACD died.
