Depends on the comics, because an awful lot are actually original, but if we're talking the Big Two and the characters that have been around for decades ... I think to an extent yes? There's always new things to be done with them, and certain ideas/looks are associated with particular writers/artists, but the amount of retread and character morphing over time does make me think fanfic a bit.
