The thing about under-reporting, is you can't measure it. You can't measure something that isn't happening, so it's total conjecture to say, "Well, we have reports of 1 in 3 women experiencing rape, but I bet it's really a 3-for-3 deal, and those are two just aren't saying anything!"

We know under reporting is a thing, so we can definitly say it's higher than 1 in 3.
