How can you tell? Or are you basing it on where they're parked?

It's based on where they're parked, yes. Left-hand drive drives on the right side of the road, and that includes parking.

It might be European, I don't know. It's hard to tell -- the shape of the license plate is usually a good indicator but it's difficult to tell by the angle.
