I don't think we knew much about Jack and his relationships on Doctor Who to judge because they never delved that deeply into his character because he was essentially a second tier character who was only on the show for a few episodes. He liked to flirt and have sex sure, but he also formed deep attachments pretty quickly if his relationships with rose and the doctor are anything to go by. And I think he was the same way on Torchwood. Plus I'm sure even casual sex can get pretty repetitive after 100 + years in the same place. And Jack was definitely a romantic. This was a guy who constantly fell in love at the drop of a hat. It was love at first sight with Estelle, love at first sight with Real Jack and he moved in with Angelo the day he met him. He was married, kept a box of people who were important to him.
