All we really knew about Jack was he liked flirting and sex and didn't believe in quaint little categories. I don't think either show ever delved into what was and wasn't important to Jack when it came to relationships beyond that. Plus Jack is supposedly in his 30s when we meet him on Doctor Who and over 100 when we meet him on Torchwood. That's plenty of time for someone's priorities to alter.
