Since Alan Moore wrote a story with her in it.

Alan Moore confirmed ages ago that Barbara wasn't raped. Sexual assault? Yes. But if Mr I put rape in everything said there was no rape then I'm inclined to believe him.

Jim Gordon on the other hand we never got confirmation on. He was sexually assaulted but conflicting reports have been given about whether he was raped or not.
