Bioware wanted MShep to be able to romance Garrus. EA Games nixed it.

It's for this reason that you can actually unlock the ability to romance him on the PC version if you edit your savegame file properly -- the models/dialogue are in there, they jsut weren't allowed to be in the game proper.

I don't buy it. You do this in gibbed save editor. You can do it with FemShep and Tali as well.
