Garrus wasn't a romance option for M!Shep because Kaidan was a romance option for M!Shep, and EA was adamant that there only be one same sex squaddie option for each Shepard. (See their incredibly dismissive response to F!Shep players who were disappointed that Ashley wasn't an f/f option - apparently wanting more than one same sex option is being ~greedy~.)

The reason they went with Kaidan for the m/m option is because amongst the gay male playerbase (at least the part that Bioware was in communication with), he was the character the most fans wanted as a romance option, dating back to ME1.
