I heard a rumor where BioWare apparently encountered heavy resistance to same-sex romances in the first game (which was why the planned s/s romances for Kaidan and Ashley were scrapped), and Drew Karpyshyn fought pretty hard for them. The concession made for that was Liara.

Then Drew left the series shortly after that to work on The Old Republic (and his creator-owned stuff), and it went to pot shortly thereafter.
