I think the problem with making an adaptation of Sherlock Holmes that isn't a procedural is that it seems to miss the point. It'd be like making a reboot of Batman where Bruce Wayne learns to paint instead of fighting crime. There's nothing wrong with painting, it's a lovely hobby. But that's not who Batman is or what he does.

I'm also not really seeing where it's a story about a man improving. I assume you mean Sherlock? The learning curve seems so subtle as to be nonexistent, to be honest. I'd say that the the whole "story of a man learning how to be a better, more human person" describes Elementary (who also manages to craft a decent procedural in the process), and not BBC Sherlock at all.
