Sometimes I feel like the people who are going on about how they could never reread their own fics because they are sooooooo horrible are really just looking for people to tell them that no, they don't actually suck.

You are probably write. I personally won't read a fic if the writer says anything about how awful it is in the summary or authors notes. I'd rather read something the writer is proud of instead of something they are ashamed of.
