I also feel like all the rivals lately have been total pushovers, and it's gotten worse with each gen. Remember the days when hearing Blue's theme music put you in a "omg are my Pokemon ready???" panic? I'm not even trying to be a genwunner here, but I think that's one valuable thing they could go back to at least for a while. Obviously there are other ways to make a game challenging and I'm not a huge fan of recycled storylines, but it'd still be better than having a rival who's not challenging at all.
And, now that I think about it, I think making them more challenging would also make their characters more interesting.
Oh, also, I don't think it's necessary to include the opposite-gendered MC as the rival or one rival. It was kinda cute in RSE as a new gimmick but anymore it just makes for the flattest characters at all - it's like they can't develop them at all because they're supposed to be the other self-insert option, so they've basically been all indistinguishable from third gen on. Have a unique NPC be the rival, and if you must include the other MC, make them a minor character. /tangent to a tangent
