The setting and some of the characters were definitely inspired, but I don't think they're similar enough to call it a filed off serial numbers case. The stories were never all that alike, I don't think (I mostly base this on the fact that I love Cain/Godchild but dropped Black Butler pretty early out of boredom; I don't even remember much of BB's story).

Really? I'd agree with OP that it's some pretty blatant serial number filing (the relationship between Sebastian/Ciel and Riff/Cain in particular is like...blatantly the same), I just chalked my general "eehhhh" feelings for Kuroshitsuji up to Yana Toboso's general storytelling style. It bounces around between dark comedy, some horror-esque elements, and BL-bait a little too gleefully for me, which makes the series feel disjointed at times, like different authors were contributing different things.
