It's been about 20 years since I last read LotR, but I think it's less individual passages and more Tolkien's writing as a whole? I definitely remember the books being VERY ploddingly paced, and very description-heavy, to the point where I actually skimmed parts of the books (which is something I hadn't ever done before and haven't done since).

Maybe any given segment of the book on it's own is close to average, but a few extra words or senstences here and there can really add up. Even one extra paragraph of description per chapter might really throw off the flow. Just like how five extra minutes before the big climax can be all it takes to make a movie feel too long.
