Voyager had the best single episode of the two (The Year of Hell three-parter)...but also the worst (Threshold)...

But, on the whole, I agree with you, seasons 3-5 of TNG were consistently better than Voyager (which was pretty consistently 'average' through the run, aside from outliers like YoH and Threshold). (1-2 and 6-7, on the other hand, were all over the place, and All Good Things is up there with Threshold and the Enterprise finale as the worst episodes of the franchise, though.)

I don't know ... even taking into account nostalgia, I can't think of anything Voyager did that compares to TNG at it's best. Particularly thinking of my absolute favourite TNG ep, Yesterday's Enterprise, which I've also seen recently and still absolutely love. Best of Both Worlds is also pretty damn epic.

That said, DS9 is easily my favourite Trek series.
