Tom Baker was a very charismatic person, and he had probably all told the best writing of any classic Doctor, maybe the best writing of any Doctor period, although of course it could be uneven.

Like, I love Peter Davison to death, I love Five, 5 and 7 are probably my favorite doctors all told. But the quality of production was significantly worse through the whole JNT era - partly because of the people involved, largely for outside reasons of funding. And the writing also went significantly downhill for 5 and 6, because Eric Saward was a big doodoohead who was very bad at writing and JNT was someone who really needed a strong creative voice in that role (like Cartmel).

Personally you can think of them what you like, but in terms of television quality, 4's era as a whole is just undeniably better than what came after it, especially what came immediately after. There are a lot more really, really bad episodes, and far fewer really good ones, in the years immediately after Baker leaves. There are other reasons why Baker looms so large but that's really a lot of it.
