Yeah, I can agree with that. I think people just find them very ~creative~, but as someone else said, it's all in personal taste. Myself, I like those icons 'cause they get the red sheen out in Lockon's hair and he suits auburn/red hair far more than brown. *shrug*

I like the coloring myself. It's quite nice, but the cropping looks like she picked the most unnecessary point and cropped. I don't want an icon of Alle's cheek, man.

I agree with you, just one part of a character's face isn't all that appealing unless it's extremely distinct (example in mind is Allen from D.Gray-Man, m'sure there're others). It's a bit unfortunate, in some ways... I'd love to use more of hers.

Granted, I've seen G.00 screencaps and those puppies are not easy to work with. -.-

Allen is a good example, yes. I wish she'd make ones that didn't have weird crops of their cheeks and ears, and then they'd be a lot nicer.

They are hard. The shape of faces, the hair, and the coloring itself is all difficult to work with. But there are decent icons in the fandom with nice coloring, so it's not impossible!
