For me it is what the pose is evocative of. There are many women who have had illicit panty shots taken of them without their knowledge/consent. This is evoking that feel, of something that people are sneaking and getting over on the woman. Other underwear poses/models that I've seen are blatantly obvious and thus consensual. Obviously this one is consensual, as it is part of a major company's campaign, but it is being made to appear as if it is not, which I don't care for. I would prefer for panty shots like that not to be glorified.

... but it's not? She's clearly aware that the photo is being taken and she looks comfortable with that fact. Hell, she's looking right into the camera. Between that and the expression on her face, it's pretty clear that she's meant to be deliberately flashing the camera.
