There are American towns with a population of well under 400. Lots of them.

My hometown has about 12,000 people packed like sardines and last time my mom, dad, brother, and I went out for dinner we ran into seventeen people we knew. So. Imagine if it was a quarter of that.

Yeah, there's a town here in Iowa named Bolan that has 26 residents. Gonna take a wild guess everyone knows everyone there :p.

I would, too. I have a hard time considering a place with that small a population a town (and technically it's more an "unincorporated community", but eh). To me that's more like the population of a neighborhood.
