The pop-up description for The Babadook makes it sound like a Goosebumps story. "'When a little boy gets ghoulish, a scarybook pops up ... turning bedtime stories into deadtime stories'"

I have a feeling this undersells the horror aspect of this movie.

It undersells a lot of the film. The Babadook is a horror film but it also isn't a horror film.
