Really? Where? People don't get arrested for treating their loved ones like shit, just as long as they aren't smacking them or yelling for so long that it disturbs everyone else. Parents don't get thrown in jail for using their children to satisfy their emotional needs.

I don't think "illegal" is quite the right term for it, but it can certainly form the basis of a civil suit.

How do you quantify emotional abuse in a way that could be legally punished, though? The thing that's so terrible about it is that a lot of it can be so insidious that no one (the victim included) even realizes that it's going on. With physical abuse, hitting someone is hitting someone - there's no arguing that. You can demonstrably prove that physical abuse is going on. Emotional abuse isn't necessarily so easy.
