I think she kind of has the most sympathetic reason out of any villain for doing what she does. Most of the other villains are trying to get power or are just being dicks because they feel like it. At least Gothel's motivation is trying to live. She kept to herself for 400 years without bothering anybody. She's still a nasty piece of work for how she goes about it.
